A VISION FOR GREATER LINCOLNSHIREGreater Lincolnshire wanted to develop a compelling vision and supporting narrative for the next 30 years to give shared purpose, clarity of accountability, and a sense of assurance with a delivery plan across leaders and chief executives of the district and borough councils within Greater Lincolnshire. TRANSPORT FOR GREATER MANCHESTERTransport for Greater Manchester (TfGM) has already delivered a huge amount for the region with internationally recognised expertise in transport strategy, innovation and infrastructure delivery and responsibility for the largest light rail system in the UK – Metrolink. Its continued success will be fundamental if the ambitions for seamless travel are to be realised. The senior team identified the need for a trusted partner to help them through the transition to a London style integrated transport network – the Bee Network. Digital InclusionIt’s hard to imagine life without access to the internet. The capacity to access, use, share and create information and knowledge online was recognised by the UN as a human right in 2016, in recognition of its importance in improving quality of life and sustainable development. The Covid pandemic, which exposed many inequalities, also demonstrated how hard it was to survive this kind of major crisis for those who were digitally excluded. Birmingham Route To Zero ProgrammeInner Circle were commissioned to translate the UK’s second city’s carbon impact analysis into a portfolio of work that would deliver carbon savings from day one, while also putting in place the infrastructure and policies to achieve full decarbonization. TRURO HEAT STRATEGYMeeting Zero Carbon targets is critical for Cornwall Council, as set out in its Local Plan 2010 - 2030 and Climate Emergency Development Plan Document. One of the main challenges for Cornwall, and for councils across the UK, is how to decarbonise heat, which accounts for over a third of the UK’s greenhouse gas emissions. Bunhill 2 Energy CentreIslington Council asked Inner Circle for help to get its Bunhill 2 Energy Centre – an ambitious scheme that was over budget and missing deadlines - back on track to achieve its goal of using sustainable energy to help local people. Housing RetrofitInner Circle was commissioned to design a delivery programme to improve the energy efficiency, insulation and heating of around 33,000 homes across the borough. Retrofit of the social housing stock is a key component of the council’s climate action plan to achieve carbon net zero. Its Green New Deal provides a once in a generation opportunity for action to address the global climate emergency, to improve the quality of homes in Camden and to capture employment and economic benefits for a community recovering from the Covid pandemic. Local economic recovery after CovidAt the height of the pandemic, Inner Circle was commissioned by several councils to provide leadership, economic recovery support and transformation management expertise. This included developing economic resilience strategies and action plans with the London Boroughs of Hounslow and Lambeth. Pydar St RegenerationIn 2017 Cornwall Council created a £1.2billion investment fund to accelerate the delivery of new homes and enterprise growth while securing a long-term financial return that could be reinvested for social purposes. NOURISH HUBIn 2018 Hammersmith and Fulham Council was awarded £1.1 million from the Greater London Authority Good Growth Fund to create a new community food hub and affordable workspace in the Edward Woods estates and introduce green infrastructure and food growing spaces around the hub and in White City, linking the two estates. Independent LivingInner Circle was asked to help Essex County Council consider how it might tackle the rise in adult social care costs through developing new forms of housing for older people that retained their quality of life, dignity and sense of community. We led a process of extensive research and engagement and undertook a fundamental review of Essex County Council’s Independent Living Housing Programme. Faster regeneration and housingWhen Bournemouth, Christchurch and Poole Council was formed in April 2019, it became one of the largest Councils in the Country. In 2021 it made a commitment to deliver 15,000 homes and transform the place into a world-class city region – and it came to us for help because of our track record for fast results via the Be First housing initiative in the London Borough of Barking and Dagenham. Regional Transport Infrastructure Inner Circle was appointed in April 2018 to set up the Strategic Transport Programme for the combined authority, to develop and approve a comprehensive £5billion portfolio of business cases while also designing the structures, processes and mechanisms needed to implement them – to an ambitious target of doubling regional gross value added by 2040.
