Change and Transformation in the Public Sector Award, with Westminster City Council
Westminster City Council and 12 social housing providers have launched the Westminster Housing Compact, uniting organisations managing over 26,000 homes. Led by our team, this partnership aims to address Westminster’s housing challenges through collaborative efforts.

Performance Improvement in the Public Sector Award, with Liverpool City Council
Liverpool City Council’s Adult Social Care (ASC) Services are experiencing unprecedented challenges. Previous reviews had failed, but the bespoke change management approach delivered by the Inner Circle Consulting team successfully engaged stakeholders, secured leadership support, and established effective governance.
FINALIST
Team Leader Consultant of the Year, Samantha Jury-Dada
Samantha Jury-Dada is a Director at Inner Circle Consulting working to improve public services for those who need them most. With wide experience, from working in Parliament on social justice issues to leading domestic abuse response efforts and serving as a Southwark Councillor, she has seen firsthand the challenges communities face, and brings that same mission-driven approach to her consulting work.
“At ICC, I have led teams through some of the toughest challenges in the public sector. In Liverpool, I helped senior leaders navigate historic tensions to co-create a pioneering public service reform model. In Cheshire East, I built a high-performing team that transformed a struggling council, balancing immediate financial recovery with long-term sustainability. Across every project, I foster environments where people feel safe to collaborate, challenge ideas, and grow.”
