Project Objective 

 

The Combined Authority of Cambridgeshire & Peterborough’s objective was to produce a growth-focused master plan. 

 

The master plan would include: 

  • A framework focused on delivering economic growth for St. Neots

  • At template which can be applied to other market towns across the combined authority area.

  • Promote an approach that coalesced the investment available from the combined authorities alongside the deployment of resources from individual public sector organisations at a local level.

  • Development of a methodology, which produces robust data-driven, place-specific analysis alongside an extensive stakeholder engagement process to identify a focused programme of activities across six key areas.

Summary/Overview

 

The seven local authorities of Cambridgeshire and Peterborough and the Greater Cambridge and Greater Peterborough Local Enterprise Partnership were granted with a devolution deal by central government that came into effect upon the election of the mayor in March 2017. 

 

The first devolution deal secured a £20 million annual fund for the next 30 years to support economic growth, development of local infrastructure and jobs. The ambition is to double the size of the economy over the next 20 years, improve skills of local people, and create the most highly skilled workforce.

 

The combined authority is seeking a second devolution deal that is focused around funding to enable structured growth within the twelve Market Towns within greater Cambridgeshire.

 

Each of the Greater Cambridgeshire Market Towns have their own issues. Some have poor health, low community safety, little social cohesion, low education standards and low productivity. Others are constrained by lack of infrastructure investment, limited affordable housing supply, low skill sets, poor digital connectivity and shortages of high value local employment opportunities. The master plan for growth template will need to be flexible to address issues that are relevant to each individual Market Town.

 

We were commissioned to produce the first of these master plans for growth for St. Neots in Cambridgeshire. We were required to simultaneously provide a place-specific framework for economic growth for St. Neots, whilst also providing a template and methodological approach which could be translated to work for other market towns across the combined authority area.

Impact

  • We delivered a Master plan for Growth by using a diagnostic economic and social analysis of the Place DNA of St Neots Market Town. 

  • We created a rapid ‘sequencing’ of local opportunities for growth and the barriers that were preventing them from being achieved.

  • We worked with local stakeholders to establish a bold vision for growth and change.

  • The analysis and vision will form the foundation for a clear and locally tailored set of interventions brought together in a practical Masterplan for growth for St Neots.
