Project Objective 


The project objective was to implement the vision of London Cancer Hub to create the world’s leading life science innovation cluster focused on cancer research and treatment.


The programme focuses on assembling and developing the 26-hectare site, comprising underutilised public land, transforming it into a world-class innovation district and realise direct financial and economic benefits. It will include 7,000 new jobs on site and GVA of £1.1b for the UK economy.



Our role was to lead a multi-disciplinary project team to deliver a comprehensive costed options appraisal of the Sutton Hospital site and produce a business case and funding strategy with a view to testing the viability of a world-class life science cluster.  We worked with a consortium of public institutions, including an academic institution, NHS Trust and local authority, the former two being international leaders in their fields. The first phase was completed in just six weeks.

A major component was research into the life science market, which establish the critical success factors for a life science campus in south London. This included research into international Life Science markets including Boston, Texas and Scandinavia. A series of analytical spatial studies were undertaken to establish a range of realistic site development scenarios.  The costs and benefits of each scenario were then estimated and rigorously tested. The business case was developed using the Five Case Model associated with the Treasury Green Book. The preferred option was subject to further testing regarding specific issues, including future governance arrangements for the unique public-private partnership.


We provided a complete Programme Management Office (PMO) service, including strategic leadership and operational management of the programme.

  • Strategic leadership includes championing the vision, engaging with all levels of government and investors, building collaborative partnerships, defining and refining delivery models. 

  • Operational management focuses on programme control, financial management, risk management, supporting governance, directly delivering specific technical projects as well as clienting technical and advisory projects.  


We have been retained by the client group to programme manage the delivery. We are also currently leading the process to secure public sector funding from the London Enterprise Partnership, as well leading the engagement process to secure future development partners for the multi-million-pound regeneration project.
