HOME OFFICE SMARTER WORKING PROGRAMME
To vacate 3000 staff from the Home Office HQ in Whitehall and release a building for another Government Department, in turn reducing the leasehold estate and saving of circa £40m in seven years for the taxpayer. To create a Croydon Campus for the displaced staff and deliver smarter working programme for the teams impacted by the moves including business change and technology interventions.
James Windsor lead the Project and Programme Management, acting in a semi seconded role within the Home Office as Head of Delivery. James lead a mix of internal and external staff across 13 separate projects and business organisation workstreams including the Ministry of Justice in their role as the Estates Provider for the Home Office. The reorganisation was considerably complex with almost 12,000 moves and gradual refurbishment the various building across the estate in line with the smarter working principles. Staff decanted included Director Generals, who regularly report to ministers, and therefore robust video conferencing facilities were required as part of an overall cultural change.
