Project Objective 


To create a fit for purpose London office for DfE in a London landmark building, whilst delivering a future proof working environment that supports flexible working and causes minimal / no disruption to the DfE during transition from Sanctuary Buildings.



The relocation forms a key part of the Government Estate Strategy, whose key driver is to release expensive leasehold stock and make more efficient use of the Central London freehold property. This project will ultimately save £19m in revenue per annum to the taxpayer.


James Windsor acted as the Project Director for the refurbishment project from the start of the commission in July 2014 through to the completion of the enabling and demolition contract in 2017. In his role, James was accountable for the delivery of the multi-disciplinary project management and design service on this extremely complex refurbishment of a Grade II listed landmark.

James led the project through the challenging design, procurement and demolition periods, gaining planning consent for significant interventions and loss of historic fabric as part of the structural alterations within the building, which in turn were complicated by the lack of historic information on the construction of the building and asbestos being embedded within the structural walls and floors.


The approved design will ultimately convert the 23,000 sqm Old Admiralty Building into and efficient, modern office and the project is on track to achieve BREEAM ‘Very Good’ scoring.
